DISA Unveils Data Strategy for Next 2 yrs; Focus on Strengthening Data Architecture, Governance

The Defense Information Systems Agency (DISA) published its data strategy for fiscal years 2025-2027 on March 4. 

DISA’s new data strategy will focus on three key lines of effort: strengthening data architecture and governance, integrating advanced analytics and cultivating a data-centric culture.

To strengthen data architecture, the strategy is designed to secure data as a strategic asset, streamline data infrastructure, promote data-sharing and increase data maturity.

DISA’s goal is to enhance mission readiness and increase operational efficiency to support warfighters with timely, accurate and actionable intelligence.

According to the strategy outlined by DISA, priority to unify operations, combining joint all-domain command and control, and avoiding additional technical debt. “This strategy represents a pivotal moment in DISA’s data evolution,” DISA Chief Data Officer Caroline Kuharske said in a statement. “By emphasizing strong governance, advanced analytics and a culture of data-driven decision-making, we are not only strengthening our operational capabilities but also positioning the agency to lead in innovation and efficiency.”

In its new data strategy, DISA emphasizes the need to keep up with evolving and cutting-edge analytical tools. The agency plans to facilitate data-driven decision-making, accelerate AI and machine learning adoption and implement interoperability frameworks and data standards. A few other priorities include integrating AI and machine learning into core business processes, creating an advanced analytics data lab on secret internet protocol routers and fostering authoritative data source management.

DISA’s focus on a data-centric culture is meant to empower employees with the skills and training necessary to harness the full potential of data, according to the strategy outline.

The strategy’s plan is to increase data literacy through professional development opportunities, create data roles and responsibilities, and strengthen the use and awareness of knowledge management. According to the strategy, DISA plans to monitor and measure knowledge management effectiveness through performance indicators.

Strengthening Data Architecture, Governance:

 DISA will prioritize treating data as a strategic asset by streamlining its data infrastructure, promoting data sharing, and boosting data maturity through strong governance and management. This also includes adopting a zero trust approach to enhance protection.

Integrating Cutting-Edge Analytical Tools

Organizations’ have faced challenges in harnessing data, and AI and automation offer powerful tools to address this issue. DISA plans to accelerate the adoption of AI and machine learning across services, promote data-driven decision-making, and advance interoperability frameworks and data standards.

By leveraging “cutting-edge analytical tools, AI and machine learning, [DISA] aims to transform raw data into actionable insights that drive growth, optimize efficiency and create a competitive advantage,” the strategy reads.

Cultivating a Data-Centric Culture

The last is intent to cultivate a data-centric culture to empower our workforce with the skills, tools and training necessary to harness the full potential of data, fostering collaboration

As per DISA, continuous learning and a commitment to use data for decision-making for cybersecurity strategy.

This includes improving data literacy through professional development opportunities, advancing the use of knowledge management and embedding data stewardship responsibilities and roles into the workforce.
